web: overview page — no red error for a missing endpoint, plus the designer's layout

Oliver's report (screenshot): the overview shows in red 'The counts could not be read: this hub has no overview yet.' The hub has no GET /projects/{slug}/overview yet (G, tsk-6rkhvp1kp9dk). (1) As #239 did for attachments: a 404 from that endpoint hides the counts panel (or shows a muted 'not on this hub yet'), never an error; a real error (5xx, network) still shows. Update smoke.js:3086 and e2e.py:1515 accordingly. (2) Layout: Oliver says the page still has a lot of room to improve visually. Members are one comma-joined run of long names; panels have uneven heights and empty space. Implement the designer's layout for the overview (the designer is asked in parallel, will send it on this card); use the brand tokens from #248 once wired. Order: after the board card optics (tsk-jxexcfadmh54). Part (1) may go first as a small PR.
