Review rules: de locale for locale-dependent tests

What happens: the #1462 tests (tools/test_overlap.py) need the de locale. On a reviewer box without it, 4 runs were skipped.

Wanted: name the prerequisite in the review rules or CONTRIBUTING, and have such tests print a visible skip notice saying which locale is missing.
