Idea: invite an existing account by its handle (pick a person when inviting)

From the maintainer (2026-10-29), while onboarding a colleague: when inviting to a project, choose the person by handle instead of only an address or an open link.
Open questions for the contract:
- Who can be picked: anyone on the instance, or only people the inviter shares a project/organisation with or follows (avoid a directory of all accounts and an existence oracle on handles)?
- Delivery: an invitation bound to the account (no address, no mail needed), shown in the invitee's inbox; accept/decline there.
- Relation to address-bound invitations (§3.4) and to follow (tsk-w9rajk5m96m4).

Maintainer's decision (2026-10-29): the picker offers the people one follows first; any handle may also be pasted and is checked globally (handles are already discoverable as the owner part of a URL, so no new oracle). An invitation by handle is bound to the account, lands in the invitee's inbox, needs no address and no mail.

Oliver, 2026-10-30 (Chat, seq 14462): Einladungen sollen nicht nur per Mail, sondern auch über den internen Messenger zugestellt werden. Gehört zusammen mit Einladen per Handle: hat die eingeladene Adresse bzw. der Handle ein Konto, landet die Einladung in dessen Glocke/Inbox (annehmen/ablehnen dort), zusätzlich zur Mail.
