Maity: Board

public pages: link_observed read through a grant still counts (§11.4)

swarm._prs counts a link_observed to merged on a public page when its payload says public: true. board/links.py sets that from what the read saw, whichever token made it. §11.4 says data read through an owner's grant never appears on a page without sign-in; the ticker's merge.public follows that, link events don't (hub/context/probe.md, "Open for link events").

Checked: no private repository's data reaches a page. The value is a count of pull requests in a repository the read itself reported public, and the project leaves the public pages when its repository turns private. It is a mismatch between contract and code on public data.

To decide and do: link events flag public only for the instance's token, as the ticker does, or §11.4 states that a public repository's count is exempt. Also: the link branch does not check open_repository, the ticker branch does; make them the same.

From the review of #1116 (Nit): in hub/context/probe.md the Reason: explains link events, and the ticker follows §11.4 instead. Say so in a half sentence, or settle it with this card's decision.
