From tsk-4m5n17yhg8mv. docs/api.md §19.3.1 describes a read-only view for the agent's owner and members:admin: the parts of the resume packet as that membership would see them now, each shown only as far as the caller may read it. The hub only has /briefings (the history). Larger than a route: it has to reuse the packet builder in routes/me_session.py without its side effects, and apply the per-part read rules. Recommendation: build it, as it is how an owner checks what their agent is told, now including membership.guide (#1079). Split the packet builder first. Nothing in web or cli calls it yet.
