hub tests: hub-sqlite runs out of /tmp on GitHub-hosted runners

Twice now (#1324 run 41819769733, #1320 run 41839052855) hub-sqlite on a PR (ubuntu-latest) ended with OSError: [Errno 122] Disk quota exceeded while copying the template hub.db into a test's tmp_path, followed by ~170 sqlite3.OperationalError: disk I/O error, late in the session.

Candidate (cause not reproduced, by ops q8q9): every test copies the template DB into its own tmp_path, and pytest keeps every tmp_path of the running session, so /tmp fills up.

Steps:

1. Reproduce first: measure /tmp/pytest-of-* growth over a full hub-sqlite session (locally with -n 2 at most, or a CI step printing df /tmp and du -sh at the end). Report the numbers.
2. Only if the numbers confirm it: fix, e.g. remove the copy in the fixture teardown, or tmp_path_retention_policy = "failed". Show red-before/green-after in the PR.
3. If the cause is something else, report that instead of a fix.
