Contract #865. POST /projects takes public_page: default on when the creator is the namespace owner (for an organisation one of its owners), off for anyone else; off is taken from anyone, on only from the namespace owner. When the repository given in the same call is private by the hub's first look or one it cannot read, the project is created off whatever was sent; the 201 carries the value set. Setting repository later to such a repository turns an on page off with project_updated (and, with agent_owners unset, the §6.2 run that isolates agents of owners from outside, as when public_page turns off by PATCH). Projects created before keep their value. Tests for each branch. No migration expected (the column exists).
