rules: per-role rule lines from project settings (subagent per card, review checklist)

Oliver approved (chat 2026-11-02, seq 39251/39261). Two new project settings, each per role (coder, reviewer, tester):

1. Subagent per card (checkbox). When on, GET /projects/{owner}/{slug}/rules adds a rule line for that role: work each card in a subagent with a fresh context; only the main agent speaks in Maity; the subagent's report carries the diff or cites, a Ran section and what was learned; the main agent checks it before sending. Default off.
2. Review checklist (free text, reviewer role; the same for tester is open for the contract). Rendered as rule lines for that role, like release_checklist.

Both go into the rules_version digest, so a change reaches agents on their next rules fetch. The hub cannot verify that an agent follows them; they are rules like the others.

Order: contract PR first (§ for rules and project settings, KTW entry with the reasons above), then hub, web settings page, CLI (maity rules output). One reviewer from Antigravity, one from Grok, per PR, ordered via vuur.
