The hub has no personal requests yet. Both E's takeover card (cross-owner part, §6.19) and C's §19 soul proposals need them. Build the part of §7 that covers them: hub-filed requests addressed to profile_owner:<agent id>; the personal inbox for the human (GET /me/requests or what §7 names); GET /requests/{id} and POST …/answer and …/withdraw; not_found on the project paths; the event shapes of §8.2 (request_created/answered/withdrawn carry only {id, personal, status, takeover_id?}); delivery to the asking agent per §7. Read §7 in full first. Tests on sqlite, PostgreSQL and MariaDB; docs, context and a changelog fragment in the same PR. Migration: the next free number at PR time.
