Decided by the maintainer (req-c770teqm1yq9): a proposal from an owner round goes as to: member to the circle owner and must not be readable by other holders of requests:answer. Today inbox.may_read lets every admin read it. Change it so only the owner sees it, in the inbox, on the card and in events, and check the export. Accepted price: an admin does not see the request if the owner leaves it lying. Test: another admin gets neither the list entry nor the single request. Contract line follows in the lead's contract PR.
