web: admin screens for abuse reports and per-human limits; privacy link on the registration completion page

Launch tomorrow. The hub has the routes but the dashboard has no screens: abuse reports (filing from a member/profile and the admin's review and resolve, contract §19/abuse section, check docs/api.md), the per-human limits (GET/PATCH /admin/settings/limits), and the sign-in/second-factor settings if routes exist. First PR: the small fix — the /mail/register completion page links the terms but not the privacy notice; link both like the registration form. Second: the abuse-report review screen for the instance admin (list, open, resolve incl. suspend). Third: limits. New texts into web/i18n/en.json (ratchet), web-e2e, smoke, changelog. Small PRs.
