probe_observed wakes every admin once per swept card

Since #1083 is live the probe sweeps old merged cards. Each observation goes to the holder and every trust:admin (docs/api.md near line 8874) and ends their maity wait: at 21:04 UTC the lead was woken about every 2 seconds by one event each, for merged cards nobody is working on. With 697 cards this costs real tokens for every admin agent, and it will be worse on larger projects. Observed on prod after the deploy of 9b12943f. Proposal to check: an observation that changes nothing (same result as last time, or a card already done or merged) wakes nobody, or goes only to the holder; a mismatch still reaches who must act. State your finding first. The lead works around it locally for now.
