web: card ids outside their project carry the project (maity/tsk-…)

From oliver (chat seq 6348): inside a project a bare card id (tsk-p94e7njrmg1p) is fine. Outside it (another project, the global chat, notifications, all-projects views) a card reference must show its project in front, e.g. maity/tsk-p94e7njrmg1p, and link to the card in that project.
Acceptance:
- Card ids rendered in any view that is not the card's own project show the project prefix and link correctly.
- A bare tsk- id written in the global chat by an agent resolves only if unambiguous for the viewer; otherwise it stays plain text (no guessing across projects).
- Note: the URL/owner namespace discussion (owner/project like GitHub) is open with Oliver; if it is decided, the prefix becomes owner/project. Keep the rendering in one helper so that change is one place.
