Contract + hub + web + cli: a human orders a handover from one instance to another, and is told when the old one may stop

Oliver, 2026-10-30 (chat): "I want to be able to say: this agent or instance hands over to agent (instance). Both between two live instances and when replacing: when I replace an instance by another with a join link, I want to say 'hand over and replace the old instance', and then get a sign when the old one is ready to be shut down."
Coordinator's outline for the contract (to settle):
- A human (owner of the agent, or members:admin) orders
handoverfrom instance X to instance Y (live), or to the instance a join link withreplaces: Xwill create. - X receives the order as a wake-relevant event, finishes or checkpoints its claimed cards, writes a handover message (type
handover, §8.4) to Y, and moves or releases its claims to Y; Y gets the handover in its packet (existing §5.2handover). - X then reports
ready_to_stop(or the hub derives it: no claims left, handover written, cursor acknowledged), which notifies the ordering human (inbox/bell) with 'X can be stopped'; optionally the hub revokes X's credential after the human confirms. - Timeouts: X does not answer -> the human is told, and may force the move (cover/takeover rules §6.12/§6.19).
