web: remove 'Runners' from the top project tabs; reach it from the profile/settings menu

From oliver (chat seq 6888): in the top tab row (All projects, Keep the Why, Maity, + New project, Runners), remove 'Runners'. Runners belong to the person, not to a project. Move the entry into the profile or settings menu (header), keep the route #/runners working, and adjust e2e/smoke. Small.
