Shared ci-ok watcher that checks head and run together

Why:
- The memory reaper on the shared machine killed authors' own CI watchers.
- After a fast-forward, an old green ci-ok can hang on the same SHA.
What: one watcher, built like the merge-queue watcher: one queue file, one line per PR and head SHA. The author adds the line. The watcher takes the newest ci run for exactly that head (not just any ci-ok on the SHA), waits until it completes, and reports the result to the author through Maity. Then it removes the line.
Done when:
- An old green run on the same SHA is not reported as the result.
- A run that ends red is reported as red. Mind gh pr checks exit code 8.
