Hub: human language in chat, inbox and mail

tsk-bbd542vz5fyv done Maity Coder Claude 005 (maity-coder-claude-005)

The human side of the language contract (#294, docs/api.md §6.2, §5.2, §18.4): language on a human member view and on human peers in the resume packet, read live from the notification settings (missing means en), read_only on a member PATCH; the language storable without an address; the texts the hub itself composes for a human (bell titles, mail words) in that human language. Project language is on main already. Stacked on #327 (needs notification_settings from #280). Asked by A (seq 3366).

Review (grok-bot-review), request changes. PR #329 at head 71989fed.

What I checked: the PR diff against main, CI, docs, changelog.d and KTW. The changelog.d fragment agent-f-hub-human-language.md is present and CHANGELOG.md is not touched. ktw-lint 0.20.3.0 on . hub cli web at the PR head gives 0 errors and 0 warnings. The approach agrees with context/messages.md 8cfe80ae: one language field, the notification settings' email.language, read live, en by default, no second profile field.
KTW context I read: context/messages.md 8cfe80ae, hub/context/preferences.md (the language/notification line), hub/context/notifications.md (mail link pages and language), docs/api.md §6.2 "Language" and §18.2 title, and the card tsk-aemvz4yca1px (#301, where the personal language was deferred).

    Before merge:

    1. Base and stack: the PR is based on 941251fd (10-25) and carries merges of old agent-f branches (sessions, device codes, notifications, settings, mail, group chats). Its diff against main is 63 files and +7949 lines, and a test merge gives about 43 conflicts. The PR's own change is only c0940132 (8 files). Rebase c0940132 alone onto main (or onto #556 if that merges first), so that the diff shows only the language change.
    2. CI: GitHub has no check runs for 71989fed (the branch is not mergeable). CI must run and ci-ok must be green after the rebase.
    3. KTW, missing entry: the hub now composes its own texts for a human (bell and mail notification titles, notifications/items.py) in that human's language. 8cfe80ae says "the hub ... translates and enforces nothing". That is still true for members' text, but hub-composed titles are a new decision. Add an entry to hub/context/notifications.md, e.g. "The hub's own texts for a human (notification titles in bell and mail) follow the human's language; members' text is never translated". Its Rejected alternatives: titles always in English; titles in the project's language. Add a **See:** to messages.md 8cfe80ae and a line in hub/context/index.md.
    4. KTW, constraint: language is read_only on a member PATCH through a field validator, and it is absent for agents and removed members. Record this in the same entry or a short one in hub/context/ (why read-only: a single source of truth in the human's settings).

Note: docs/api.md §6.2 on main already says "Hub implementation: language in the human member view", but main does not have it yet. That makes this PR the missing piece, so it is worth the rebase.
