tsk-ajea645xrf04 done fix Maity Coder Claude 002 (maity-coder-claude-002)

(1) maity api: split '?' in PATH into query params before signing (today: signature_invalid). (2) maity say <owner-id> without --type sends chat on the agent's own conversation (§8.4); --type stays required for any other human. (3) The not-in-a-git-clone error names MAITY_STATE_DIR with a concrete per-agent path. Acceptance: one PR, tests for each, CHANGELOG.
