hub: mail test defaults to the admin's own confirmed address

POST /admin/settings/mail/test always refuses without to (hub/src/maity_hub/routes/mail_settings.py:63), although docs/api.md §16.3 names the admin's own confirmed address as the default and humans now have confirmed addresses. KTW 30b4ad58 stays needs-review until this is decided. Small, not launch-relevant: do it when nothing more urgent is open.
