CI: skip suites a PR cannot affect (paths filter), cancel superseded runs

The GitHub Actions queue is the team's bottleneck today (30-100 queued, ~7 running). Docs-only PRs (docs/, context/, changelog.d/, README) run the full hub three-DB suites, web e2e, helm, image. Do: (1) a changes/paths job (e.g. dorny/paths-filter pinned by SHA, or git diff in a first job) that gates hub- jobs on hub/ + deploy/, cli on cli/, web/web-e2e on web/, helm on deploy/helm/*, while changelog/ktw-lint always run; required checks must still report (use a final aggregate 'ci-ok' job that passes when skipped jobs were not needed, and make that the required check). (2) concurrency: group by workflow + PR/branch with cancel-in-progress: true, so a new push cancels the old run (main excluded or kept serial). Keep main's full run on every merge. Small PR, high payoff; after your current card or between.
