Second half of registration (part 1 = #338, 0047). Build what touches nothing of F's open stack: the completion transaction with the atomic re-check under one lock (allowlist / invitation admits / block / completion limit — the TODO(registration part 2) seam from #378 closes here), GET /admin/registrations with approve and reject, the account_status flow of §2.7.5 (pending gate before any side effect, the few allowed calls). Every touchpoint of F's #268/#270/#280 (link mail via outbox.enqueue, verified address claimed under one lock with §18.4, signed tokens, /auth/methods, login next and the pending-session restriction) stays a named TODO seam that fails closed, as in #378; the PR body lists each seam and how it fails closed.
