Implement the §13 maity ticker rows from the merged change-ticker contract (§17): list (filters, cursor paging, reasons with wake/muted), post (owner/admin with ticker:post; types note/deploy/release per §17.7, merge refused), follow/mute via PATCH …/ticker/subscription add/remove, and the resume ticker section; detect a hub without ticker via openapi.json as §17 says. maity wait stays pure JSON. Against the fake hub (hub side not built yet). Also: a paging guard against a repeated cursor (note list, release list), and the §13 note list row naming limit=200 and that it reads every page.
