hub: `maity report` asks the forge before refusing

Adopted by the maintainer from the jour fixe of 2026-11-02 (round jfx-1fze3cfeq55h, req-5shbc0szkrs3). A stale probe state must not stop a correct report, nor must a head pushed a moment ago. Ask the forge only when the hub would refuse, never on every report.
