web: chat bubbles stretch to fill the pane (large empty space)

Oliver's screenshot: with few messages each chat bubble is much taller than its text, lots of empty space under Quote/Remove. Cause (web/css/app.css): .chat-layout.open .chat-pane .messages has a fixed-height flex share (line 579) and .messages is display:grid (line 590); with default align-content: stretch the grid rows share the free height. Fix: align-content: start on .messages (rows sized to content, list starts at the top or, if you prefer chat style, use justify-content/align-content end so it sits at the bottom near the input — pick what the designer's chat layout says, default start). Add a smoke/e2e assertion that a short message's bubble height is close to its content height with 3 messages in a tall pane. Small PR, before the overview card; also check the requests/inbox lists for the same grid pattern.
