cli: textcheck also checks quoted text in a review against the head

Decided by the maintainer (req-02c4xjbn1sep).
The incident: a review sent text with two quoted sentences that do not exist at the reviewed head. Neither check caught it:
maity.citecheckchecks onlyreview.citesin the JSON, which were correct;maity.textcheckchecks only spans in backticks.
Wanted: textcheck also checks spans in double quotes ("…", “…”) in a review body that read as quotes from a file of the PR. A quote that names a file:line, or sits in a section about one file, must appear verbatim at the reviewed head.
- For a miss,
maity say --type review_resultfails, the way an unknown backtick span does today. - Keep false positives low: ordinary prose in quotes that isn't a quotation (a short word, a term) passes. The contract and the tests state the rule.
Before the review: a test that is red on main with a review body that quotes a sentence absent from the head.
