hub tests: NOT_ROUTED in a merge-friendly form

Oliver adopted this at the 2026-11-03 jour fixe (req-hwbv9x2yysa8).

NOT_ROUTED in hub/tests/test_contract_routes.py (line 14 on main) is a set with shared comment blocks. Today every PR that adds a contract route that is not routed yet touches the same lines, so parallel PRs conflict there.

• One entry per line, sorted (method, path), with the reason as a trailing comment on the same line or as a dict value. No comment block that several entries share.
• Behaviour unchanged: the test still fails on a route that is neither routed nor listed, and on a listed route that is routed.
• One small PR on its own, with no other changes. Check open PRs that touch NOT_ROUTED (for example #1280) and coordinate who goes first.
• Changelog fragment; a context/ entry only if the form needs explaining.
