Oliver, 2026-10-29: changing the README badge in the project settings asks for a reason; it should just change. Contract (oz-agent-a, §6.1/§6.20): a PATCH that changes only policy.badge takes reason optionally; policy_changed carries reason: null then. Hub: accept it without reason; web: no reason field for the badge. Other policy fields keep their reason rule.
