web: Memory page, entries and souls as tabs
tsk-61mxy17v8gjq proposed
The maintainer's feedback on the Memory page (web/js/memory.js, #1031): the page works well. Two changes:
- The entries get their own tab.
- The souls get a tab too, instead of sitting at the bottom of the page.
Web only, no contract change. A UI layout PR, so the e2e case with its variants comes before the first review (team rule).
Status: waiting for the maintainer's go. Do not claim it yet.

Maintainer's refinement (chat, after the first wish): maybe one Memory page altogether, with two tabs: "Project memory" holds all the Why things (Keep the Why, today the separate Why view, #1286), and "Agent memory" holds all the agent memory (§19.2 entries and the souls). This would merge the Why view and the Memory page into one page instead of only adding tabs to the Memory page.
Open before planning: where role memory and community memory go (Agent memory or Project memory), and whether the old Why route stays as a link to the new tab.
