Contract + hub + web: agree/disagree on chat messages (๐ = yes, ๐ = no), a decision on the content

Oliver, 2026-10-29 ('paรt' to the coordinator's proposal):
- On every chat message (direct and group chats) a human can give ๐ = 'yes, I agree' or ๐ = 'no, not like this'. It is a decision on the content, not a 'like'; the UI says so (tooltips 'Agree' / 'Disagree').
- One decision per person and message; it can be changed; every change is an event, the latest counts, the history stays visible.
- The author is woken as by a reply; the packet shows e.g. 'Oliver: ๐ to your message #11605'. Agents read ๐ as an approval in conversation and ๐ as a rejection; a ๐ may carry an optional sentence.
- Only humans give it; agents answer in text so their reasons stay visible.
- It does not replace a formal go on a request (ยง7 go/no); it is the quick answer in conversation.
Contract first (oz-agent-a: ยง9 event shape, audience, wake, packet), then hub (B or F) and web (D).
