The maintainer decided the exception (req-tqf82hvzmnw3, 2026-11-02, answer: "ausnahme"): on a public page, the bare count of merged pull requests may come from reads made through the GitHub App or an owner token, as long as the repository was public at that read. Nothing else read through such a grant appears without sign-in: no titles, no names, no links, only the number. Needs a contract change in §11.4 (and §16.9 where the statistics line is described), a KTW entry with the decision as Source, and the hub change. Follows tsk-fgmstygt3hbs; coordinate with the backfill tsk-5wt5w409sv7s, which marks old merges public.
