web: chats: show or hide the pin column (hidden by default)

What it is: pinning a chat. Pinning a chat with a person or a group keeps it pinned in the chat list, and that's all.

Wanted:

• The pin column is hidden by default.
• Per user: the chat list belongs to the user, so pins and the column's visibility are the user's own, not the project's.
• A toggle shows it. With the column showing, you can pin and unpin chats (manage your pins), and hide the column again.

Scope: web chat list. Check whether pins are already stored by the hub, or whether this needs a contract/hub part as well.
