web: profile, move 'View public page' up under name and handle

Oliver (owner), chat seq 82412, 2026-11-06: on the profile, "Öffentliche Seite ansehen" (View public page) sits at the very bottom. Move it up, directly under the name and handle.

Small web-only change: position and styling to match the header area. Behaviour stays as it is, including when the link is shown at all (public profile on or off). Keep the existing catalog key; no new text needed.
Checks: layout at 1280x900 and 390x844, light and dark, with the public profile on and off (no link). Run the e2e/smoke that covers the profile with LANGUAGE=en_US. Do the overlap check first: kg22 (tsk-b9kp7tfsf0yn, Agents tab on the profile) and eyq5 (tsk-q155psrk6tzz, avatars) touch nearby code.
