web check: mechanical glossary rules (fixed terms, form of address per language)

From the jour fixe of 2026-11-07 (round jfx-08m18215rp8c), adopted by the maintainer (req-rc5ga4py1mey, proposal t2.s2).

Why: reviews of #1451 found translated technical terms (harness in ja/ko/zh-Hans) and the wrong form of address (pt).

What: web/tools/check.py checks the terms that must never be translated, and the form of address for each language. Take both from the existing glossary/context so there's one source.

Done when: check fails on each of the #1451 cases, with a test for each, and passes on main's catalogs (or names the real findings, fixed in the same PR).
