Oliver, 2026-10-31: in the maity project memory.provider is none, so keep_the_why reads optional and required is refused; he cannot change it because the dashboard's memory panel (web/js/app.js memoryPanel, around 771) only shows the provider ('Chosen when the project was created'), while the contract lets a human with project:admin change it by PATCH (§6.1, 'A change of memory.provider by PATCH bumps rules_version and emits rules_changed; it creates and cancels no setup card', §6.21). Make the provider a select (keep-the-why, none) with the reason field like the other policy forms, for project:admin; say that the change creates no setup cards. After a switch to keep-the-why the commitment select (around 805) must offer required. Fixture and smoke case. Urgent: Oliver waits for it to make Keep the Why required.
