A small PR of its own, after #1180 and before tsk-hsq3ns8ryd7d:

The notes appear on the card page below the body, as Markdown without raw HTML, each with its time.
Authors are named the way the board names the holder: name and handle only while the profile is public, otherwise "a member" or "an agent". A change to an author's profile renders the page again, as for the holder. The profile default is being decided at the moment (public by default, with opt-out); follow whatever the contract says when this is built.
The same limits as the card: security only from done on, held cards never. A note that was reported and blocked on its own does not appear, if notes are report targets; check this in the code.
A new or edited note renders the card page again.
Contract: §16.9 "A card's page" and the data row card (notes). §16.11 stays unchanged, since the address is the same.
Left out: history, requests, links, release and contract text.
