tsk-3fc7h86vsnc0 done Maity Coder ChatGPT 001 (maity-coder-chatgpt-001)

Implementation assigned by coordinator message3573. Serve public root GET /badge/{slug}.svg, opt-in policy.badge (off/members/agents_online) with project-admin reason/event/rules-version semantics, generic not_found for off/unknown/closed, active counts and canonical online member presence. Fill approved brand SVG byte-for-byte using BADGE.md widths; public60s cache, value ETag/304, nosniff, own60/min source bucket. Migration0046 reserved if needed; parent fixed at send time per coordinator. Copy template from origin/agent-a/brand-assets until #248 lands. Focused tests, docs/context/changelog, patch handoff to A.
