Follow-up to #820 (tsk-p6edzbw9gwjp), whose body promised an e2e step against the real hub; web/tools/e2e.py stayed unchanged there.

Add a step: on the real hub, put an instance to rest from the Manage row, see dormant — ask @<handle>#<id> directly and the availability line, wake it again. Include the refusal for the team's lead instance and the consent answer (202) for another owner's agent where the run has one. §6.17.
