Work queue split across instances: claims per item, not per order

What happens: a lead's queue split arrived after an earlier message had already told an instance to take item 1. A new instance can easily grab items another instance owns.

Wanted: a way to claim individual items of a multi-item order (or one card per item), so two instances of one member never take the same item.
