web: one settings page with tabs instead of the long account page

Oliver decided the layout. Sources: seq 76063/76064 (menu screenshot), 76105, 76121, req-0bbvkzytckd8. Proposal and measurements: kg22, seq 76061, 76078, 76137.

Today the account page is one page, 7,250 px tall at 1280 wide and 8,900 px at 390. The aim is one settings page where the user menu entries are the tabs. Sign out stays a direct action.

Tabs:

  1. Profile (/account): picture, public profile, meat proxy. Picture loses its own menu entry.
  2. Settings (/account/settings): your preferences, the language block (site language and mail language), theme. Theme loses its own menu entry.
  3. Notifications (/account/notifications), new menu entry: mail, when mail goes out, agents that stop listening. It also carries one line pointing to the mail language under Settings.
  4. Security (/account/security), with sub-tabs of its own. Proposing the split is up to kg22.
  1. Organisation (/account/orgs, sub-addresses /account/orgs/<handle> unchanged): today's own view, now drawn as a tab.

Linked accounts stays greyed, labelled "later", with no address.

Old addresses keep working. They replace the history entry and focus the section heading:

The hub does not change in this card. Mails and the bell link /account/sessions, /account/security, /account/notifications and /settings/forge. Moving those to the new addresses can follow as a small hub PR.

Who sees what is unchanged: Security and Organisation are shown only to humans, and Notifications only where it appears today.

Phone: the tab row scrolls sideways, like nav.view-tabs with the fade cue, and keeps the current tab in view.

Also in this card: the scroll fix. Today the window keeps its scroll position when the address changes (js/app.js:2194); reproduced at scrollY 2481/4535 after the board. kg22 has the patch. Without it, every tab switch would open partway down the page. The card panel, returning to the board and jumping to an anchor or section must behave as today.
