Contract #715 (0029040), §7: a member id in the to filter lists what is addressed to the member and to any of its instances; an instance address <member>#<id> lists only that instance. Today hub/src/maity_hub/routes/requests.py compares addressee_of(r) == target exactly (spq4's P3 from #703). Tests for both forms, changelog.
