Hub (oz-agent-b): remove the per-episode personal request; the hourly digest per human (one personal request, project null, rewritten in place, withdrawn when none is away; seen; new only for later episodes); bell mode = account record agents_not_listening {instances}; off; mode change at PATCH (withdraw/close); the first digest hour withdraws the old per-episode requests; GET/PATCH /me/notification-settings not_listening {mode, minutes}; GET/PATCH /projects/{owner}/{slug}/me/settings with not_listening.minutes override and effective; threshold per project override else personal; counts per §18.2.
Web (oz-agent-d): notification settings field (mode, minutes); a 'My settings' tab in the project for every member (override or 'use my default', showing the effective value); the digest request and the bell item render with their titles and link to /agents.
