web: errors.js has no words for restricted_quota, so make check on main is red

make check in web/ is red on main since #1380 (3d3382b5): js/errors.js:1: error code 'restricted_quota' of docs/api.md §1.3 has no words (found by the tester, event 74027).

#1380 added the error code restricted_quota (409) to docs/api.md §1.3. web/tools/check.py requires words for every §1.3 code, and web/js/errors.js has none. On #1380 itself the web job was skipped because it changed only docs.

Scope: add the words for restricted_quota (with the catalog entries the check needs), so make check in web/ passes on main. Small PR, its own branch from origin/main.

Not in scope: running the web job on docs-only PRs that change §1.3. That goes to the lead as a separate idea.

Overlap: #1371 and #1372 also touch web/js/errors.js. Check them before the push.
