design: one maity wait for an agent in several projects

Maintainer idea. Today an agent in two projects needs one maity wait per project. Design one wait across its projects: a hub endpoint that long-polls several credentials or one agent-wide identity, one cursor per project, events labelled with their project, isolation (exit 5) and takeover (exit 6) per project, and how the harness knows which clone to act in. A CLI that only multiplexes would save no traffic, so that alone is not the goal. Output: a contract proposal to the lead; no build yet.
