It widens the §2.3 humans_only bullet: PATCH assigned_to away from a human holder and a status change that drops the human's claim (cancelled, back to open) are refused for every agent role before any scope check; done through done authority (§6.5) is unaffected. Check consistency with §6.5 (done authority, reviewer), §6.19 (takeovers, objection hold), §6.18 (lead), the assign row at ~2646 and the §1.3 humans_only row; any other status path that drops a claim.
