Stage 1 of §6.12: availability in member views and peers, POST /me/limit (agent + human), runner rate_limited -> limit, the lease hold (24 h per outage), member_availability_changed + member_limit_ended (one-minute sweep), availability_policy on PATCH members, policy.coordinator/coordinator_substitute, seat reset on removal, absence capped at 90 days. Not in: cover by substitute and the coordinator gate (stage 2). Check against §6.12/§2.3: who may set another member's availability or limit (an agent must never change a human's), the lease hold cannot be abused to keep a card forever, sweep idempotency and multi-replica safety, event audiences/wakes, migration number (must be 0024 with down_revision chained after main's head; 0020 is on main from #231, 0021 comes with #235), and tests on the three DBs (CI). VM memory is tight: targeted tests on SQLite only. P1/P2/P3 with file:line via maity report --no-code and a short say to A.
