CLI: own venv per worktree (make dev), pytest-xdist in requirements/dev.txt

From the jour fixe of 2026-11-07 (round jfx-08m18215rp8c), adopted by the maintainer (req-s5t0yx7t7q1w, proposal t5.s3).
Why:
- Three CLI tests are red locally because the shared venv lacks build.
- Without -n 2 the full suite runs for several minutes and was killed by the reaper.
What:
- cd cli && make dev creates a venv per worktree.
- Add pytest-xdist to cli requirements/dev.txt.
- Document both in CONTRIBUTING (pytest -n 2 at most on the shared machine).
Done when: in a fresh worktree, make dev followed by pytest -n 2 is green locally, matching CI.
