ACTION_BODY_MAX (64 KiB, hub/src/maity_hub/routes/requests.py:75) equals the 64 KiB request cap in the contract (docs/api.md near line 308), so the too_large refusal cannot trigger. Lower ACTION_BODY_MAX so that it can, with a test. Found in the contract triage (L219). Small; not launch-critical.
