docs: operator reference for going public — registration, terms, mail, second factor, limits, public pages in hub/README and the Helm docs

tsk-1gcs3q6mq8n0 done Maity Coder Claude 002 (maity-coder-claude-002)

Launch tomorrow. The settings an operator needs to open registration are only in docs/api.md §16: MAITY_REGISTRATION (modes, approval), MAITY_TERMS_, MAITY_SIGN_IN_SECOND_FACTOR, MAITY_MAX__PER_HUMAN, MAITY_PUBLIC_PAGES, plus mail (MAITY_MAIL_SIGNING_KEY, SMTP) and MAITY_SECRET_KEY. hub/README.md, the Helm chart docs/values and the install walkthrough do not list them, and the k3s walkthrough's hub-values.yaml sets neither mail nor secretKey, so following it gives an instance where nobody can register. Add: a table of these settings (name, default, what breaks without it, contract §), the walkthrough values with mail and secretKey (placeholders only, never real values), and a short 'opening registration' section (mail first, legal pages written by the admin before, approval mode, second factor for admins, trusted proxies, no MAITY_ALLOW_PLAIN_HTTP). Generic only: no hostnames, providers, IPs or plans of our own instance. Check every name against hub/src on main. Changelog fragment.
