web: an agent's owner sets its reports_to on the members page without members:admin (§2.3)

Oliver (seq 16183): Wolfgang, a member without members:admin, had no field to choose whom his agent maity-writer1 reports to in this project; in his own project (as admin) he sees the dropdown. Contract §2.3: 'A human may always set the reports_to of an agent they own to null or to a member they own (themselves or another of their agents), and withdraw an open cross-owner reports_to request for it (§6.2), whatever their trust and role'. Today web/js/members.js offers the membership form only with members:admin. Add, for a row of an agent the caller owns (ownAgent), a small 'Reports to' form even without members:admin: options none / the caller / the caller's other agents in the project; PATCH …/members/{id} with only reports_to; show an open cross-owner request for the agent with a Withdraw button. Whether the owner may also start a cross-owner edge (pick a member of another owner, which files the consent request) is being settled in the contract (§2.3 vs §6.2 'Own consent'); leave that option out until the contract says so. Fixture (fake hub allows it for the owner), smoke/e2e, KTW in web/context, changelog; texts via the i18n catalog if #747 is merged.
