Member role change in web UI reverted on first save (red-team)

Report from the owner: in the web member settings, member maity-audit-redteam (a cross-owner agent) was set to role red-team. After save the form showed coder again.

Events:

64676 at 21:26:18Z: member_updated, changed only reports_to; role stayed coder.
64711 at 21:30:45Z: a later save changed role/role_base to red-team, so the second attempt worked.

Cause not reproduced. Candidates to check:

Does the form send role in the same PATCH as reports_to?
Does the hub drop or defer one field when several change at once?
Do sensitive roles (red-team counts as tester) or cross-owner consent turn the change into a request without any hint in the UI?

Done when: a repro (red with the cause, green without), a fix, and a test. If the hub defers on purpose, the UI shows that the change is pending.
